Amends section 3310.02 of the Revised Code to gradually increase Educational Choice Scholarships from 14,000 to 20,000 annually.

Maintains 14,000 scholarships through the 2010-2011 school year, then increases by 1,000 per year: 15,000 (2011-2012), 16,000 (2012-2013), 17,000 (2013-2014), 18,000 (2014-2015), 19,000 (2015-2016), and 20,000 (2016-2017 and thereafter).

Establishes prioritization for scholarship awards when applicants exceed available slots: first to prior-year recipients, second to eligible students with family incomes at or below 200 percent of federal poverty guidelines (selected by lot if needed), and third to other eligible students (selected by lot if needed).

Applies the updated scholarship limits and award procedures to the department of education's annual distribution of scholarships for attendance at chartered nonpublic schools.
