Establishes the Career Training Workforce Development Grant Program administered by the Director of Development to award grants to eligible students pursuing bachelor's or associate's degrees in business administration, management, finance, information technology, health care, or hospitality at private career colleges or exempt private institutions.

Defines eligible students as those with an expected family contribution of $2,190 or less and enrolled in specified degree programs at qualifying private institutions.

Creates the Career Training Workforce Development Grant Fund in the state treasury, funded by 20% of upfront casino license fees paid for casino facilities authorized under the Ohio Constitution.

Adds the new grant program to the definition of "student financial assistance supported by state funds" in section 3333.38, making grant recipients subject to existing restrictions on financial assistance for students with certain criminal convictions.

Requires males born after December 31, 1959, to file a statement of selective service status to be eligible for the Career Training Workforce Development Grant, consistent with other state education assistance programs.
