Prohibits qualified health plans offered through health insurance exchanges in Ohio from providing coverage for nontherapeutic abortions.

Defines "nontherapeutic abortion" by reference to section 124.85 of the Ohio Revised Code.

Defines "qualified health plan" as any plan meeting the definition in section 1301 of the Patient Protection and Affordable Care Act offered through an exchange created under that federal law.

States the bill's purpose is to affirmatively opt Ohio out of allowing abortion-covering qualified health plans to participate in state health insurance exchanges, as permitted under section 1303 of the Affordable Care Act.
