Amends section 125.22 to expand the Central Service Agency's support services for 29 professional and occupational licensing boards and commissions, adding 10 new boards including the State Medical Board, Board of Nursing, and State Board of Pharmacy.

Creates section 167.081 to allow regional councils of governments to enter into contracts for building repair, enlargement, improvement, or demolition at unit prices based on competitive bids from member political subdivisions, consortiums, or other entities, with purchases exempt from separate competitive bidding requirements.

Establishes the State Function Privatization Commission (21 members) to study and recommend state governmental and proprietary functions suitable for privatization, with findings due to legislative leaders and the Governor by July 1, 2011.

Creates the State Correctional Institution Privatization Commission (15 members) to develop a plan for transferring operation of at least half of Ohio's correctional institutions to private entities by December 31, 2011, with recommendations due by June 30, 2011.

Establishes the Commission on the Restructuring of State Government (15 members) to devise an implementation plan for restructuring state government based on prescribed models, with recommendations due to state leadership by July 1, 2011.
