Appropriates $2,500,000 from the General Revenue Fund for each fiscal year (FY 2010 and FY 2011) to provide state matching funds for federal TRIO programs at Ohio institutions of higher education.

Allocates funds across eight federal TRIO programs: Talent Search ($312,500), Upward Bound ($500,000), Upward Bound Mathematics/Science ($312,500), Veterans Upward Bound ($312,500), Student Support Services ($312,500), Educational Opportunity Centers ($312,500), Ronald E. McNair Post-Baccalaureate Achievement Programs ($312,500), and Training Program for Federal TRIO Programs Staff ($125,000).

Grants the Board of Regents authority to determine the manner and timing of fund disbursement to Ohio institutions of higher education to match federal TRIO program funding.

Appropriations are supplemental to other FY 2010-FY 2011 biennium funding and subject to provisions of Am. Sub. H.B. 1 of the 128th General Assembly.

Section takes immediate effect upon the bill becoming law and is exempt from referendum requirements under Ohio Constitution Article II, Section 1d.
