Establishes a leave donation program allowing county employees to donate accrued sick, vacation, compensatory, or personal leave to other county employees with a critical need for leave due to serious illness.

Requires donations to be at least 8 hours, made one pay period at a time, with the donor retaining a minimum combined balance of 80 hours of accrued leave after the donation.

Limits donations to donees who have exhausted their own leave, have a serious illness or family member illness, and have applied for any available workers' compensation or disability benefits.

Permits donated leave to be used for any purpose sick leave covers, including satisfying waiting periods for workers' compensation and making up differences between benefit payments and full salary.

Authorizes the Director of Administrative Services to establish a similar leave donation program for state employees paid by warrant of the Director of Budget and Management.
