Prohibits arrest, charging, or conviction for speeding violations under Ohio Revised Code sections 4511.21 or 4511.211 based solely on a peace officer's unaided visual estimation of vehicle speed.

Requires speeding enforcement to be based on radar, electrical timing devices, or mechanical timing devices that measure speed over a measured distance on highways, private roads, or driveways.

Allows law enforcement officers to relay speed violation information via radio message to another officer for arrest or citation, provided the message is dispatched immediately after observation and includes vehicle description and recorded speed.

Permits enforcement of other traffic violations through radio dispatch from officers in various locations, including airborne aircraft or airships, without requiring direct observation by the arresting officer.

Defines "peace officer" according to section 2935.01 of the Revised Code for purposes of this provision.
