Requires ambulatory surgical facilities to assign a registered circulating nurse to each procedure in operating or invasive procedure rooms and ensure the nurse remains present for the entire procedure duration.

Prohibits circulating nurses from administering anesthesia or sedation while monitoring patients who have received those drugs.

Exempts procedures without general anesthesia, deep sedation, or moderate sedation if they involve endoscopy, pain relief, LASIK surgery, or extracorporeal shock wave therapy (ESWT), and exempts procedures during declared natural disasters or public health emergencies.

Applies identical circulating nurse requirements to hospitals as to ambulatory surgical facilities.

Authorizes the director of health to enforce violations through correction opportunities, cease-and-desist orders, service prohibitions, and court injunctions; creates new funds for administering and enforcing these requirements.
