Eliminates the statute of limitations for rape prosecutions (violations of section 2907.02 of the Revised Code) by adding rape to offenses with no time limit for prosecution.

Amends section 2901.13 of the Revised Code to add rape to the list of offenses with no period of limitation, alongside murder and manslaughter (sections 2903.01 and 2903.02).

Applies retroactively to rape violations committed before the bill's effective date if prosecution was not already barred under the prior statute of limitations law.

Removes rape from the 20-year statute of limitations category and places it in the no-limitation category for prosecution.

Harmonizes this amendment with prior legislative changes to section 2901.13 from Sub. H.B. 46 and S.B. 219 of the 127th General Assembly.
