Allows Ohio taxpayers claiming income tax refunds to voluntarily contribute part of their refund to the Ohio Historical Society income tax contribution fund, in addition to existing funds for natural areas, wildlife, and military injury relief.

Creates the Ohio Historical Society income tax contribution fund in the state treasury to receive both refund contributions and direct donations, with funds used for the society's public functions.

Modifies the income tax refund contribution system to allocate administrative costs equally among four funds (natural areas, wildlife, military injury relief, and Ohio Historical Society) at one-fourth each, capped at 2.5% of total contributions annually.

Requires the Director of the Ohio Historical Society to report to the General Assembly every odd-numbered year in January on the effectiveness of the income tax contribution system pertaining to their fund.

Requests that Congress's Joint Committee on the Library of Congress approve replacing Ohio's statue of Governor William Allen with a statue of Thomas Edison in the National Statuary Hall Collection, highlighting Edison's inventions and contributions to Ohio's economy.
