Amends section 5139.03 of the Revised Code to require all meals served in Department of Youth Services institutions and facilities to conform with federal Dietary Guidelines for Americans developed jointly by the USDA and Department of Health and Human Services as they apply to children and adolescents.

Maintains existing Department of Youth Services authority to control and manage state institutions and facilities for training and rehabilitation of delinquent children.

Preserves existing provisions allowing the Department of Youth Services to purchase foods and commodities from the Department of Mental Health and enter into agreements for assistance with facility construction and modifications.

Maintains existing procedures for directors of mental health and youth services to enter into written agreements and amend them for efficient personnel use and economies in quantity purchasing.

Retains existing provision allowing Department of Youth Services to transfer excess or surplus supplies to community corrections facilities, with transferred supplies remaining departmental property for five years before transfer of ownership.
