Prohibits clinical laboratory services providers from offering remuneration (cash, kickbacks, rebates, or other consideration) to physicians or group practices to induce patient referrals or fee-splitting arrangements.

Prohibits clinical laboratory services providers from placing employees, agents, or representatives in physician offices to perform clinical laboratory services, whether paid or unpaid.

Exempts laboratory management services contracts between clinical laboratory providers and hospitals, provided the hospital pays fair market value for services rendered.

Establishes civil penalties of $1,000 to $10,000 per day for violations, enforced by the Director of Health.

Directs the Director of Health to use the quality monitoring and inspection fund to administer and enforce these prohibitions against clinical laboratory services providers.
