OH SB34

Creates a new health insurance program within the Department of Administrative Services allowing small employers, nonprofit corporations or associations, and municipal legislative authorities to purchase the same health insurance policies available to state employees for their eligible employees.

Defines "eligible employee" as workers employed in Ohio working at least 25 hours per week and 40 weeks per year, excluding temporary, substitute, and seasonal employees.

Limits participation to small employers with no more than 500 eligible employees on average during the preceding calendar year and no more than 500 on the first day of the plan year.

Requires the Department of Administrative Services to implement the program within six months of the effective date and to charge participating employers the full premium costs plus a discretionary administrative fee.

Allows employers to charge eligible employees for all or any portion of coverage costs and requires the program to be actuarially sound with implementation rules adopted by the Director of Administrative Services.
