Enacts section 3701.67 of the Revised Code to establish requirements for vermin eradication in apartment buildings with more than 30 dwelling units.

Defines "apartment building" as any building where at least 75 percent of units are residential dwelling units rented on a non-transient basis, excluding hotels and college dormitories.

Requires apartment building owners to eradicate vermin infestations, with "vermin" defined as lice, bedbugs, cockroaches, mice, and rats.

Authorizes the Ohio Department of Health director to investigate complaints and enforce violations through a tiered penalty system: warning letter for first violation, $500 fine for second violation, $1,000 fine for third violation, and doubling fines for each subsequent violation.
