Single county boards of mental retardation and developmental disabilities shall increase from seven to nine members, with county commissioners appointing six members and senior probate judges appointing three members (previously five and two respectively).

Multicounty boards retain seven-member composition but adjust appointment distribution: for two-member boards, the larger county's commissioners appoint three members (up from two) and the smaller county's commissioners appoint two members (down from three).

County commissioners appointing to boards must appoint at least one individual eligible to receive services and at least two immediate family members of eligible individuals, with preference for representation from both adult services and early intervention/school-age children services.

Senior probate judges must appoint at least one individual eligible to receive services and at least one immediate family member of an individual eligible for residential services or supported living.

Initial additional board members required by the act must be appointed within ninety days of the effective date.
