SB 52 Summary

• Reorganizes Ohio's executive branch by reducing the number of executive departments from 20+ to 11 cabinet-level departments, each headed by an executive director appointed by the governor with senate consent.

• Creates new department structures with defined divisions: Education, Public Safety, Public Health, Transportation and Infrastructure, Finance and Operations, Human Resource Development, Community and Institutional Rehabilitation, Business, and Resource Protection.

• Establishes specific divisions within each department with designated responsibilities (e.g., Division of Primary and Secondary Education, Division of Uniformed Services, Division of Medicaid Services) under a chief appointed by the executive director.

• Removes previous statutory references to "directors" and "administrative services" department, replacing them with "executive directors" throughout relevant sections of the Revised Code.

• Effective date of January 1, 2011, with requirement that the General Assembly enact additional legislation prior to that date to implement the reorganization and transfer duties and functions to the newly structured departments.
