Amends section 3501.05 to add reference to special elections under section 3521.02 for U.S. Senate vacancies alongside existing congressional vacancy procedures.

Replaces section 3521.02's previous appointment-based system with a requirement that the Governor immediately issue a writ of election directing a special election to fill U.S. Senate vacancies.

Maintains temporary gubernatorial appointment to fill the vacancy until the special election is held and canvassed, with the appointee serving until the special election is completed.

Eliminates previous 180-day delay requirement and the system of holding Senate vacancy elections at the next regular state election; instead requires prompt special elections governed by regular state election laws.

State pays all costs associated with special elections held to fill U.S. Senate vacancies.
