Registrar of Motor Vehicles must contract with a third party to implement an electronic automobile liability insurance verification system in Ohio.

System may include interstate and intrastate insurance status queries through the national law enforcement communications network (NLETS), automated telephone verification, automatic license plate recognition, and secure electronic portals for insurance agents, brokers, insurers, dealers, lenders, and consumer organizations.

All insurers delivering or renewing automobile liability policies in Ohio must furnish daily information to the bureau regarding new policies issued and cancellations, including policy number, vehicle identification number, vehicle details, coverage types, and lienholder information.

Automatic license plate recognition system must capture images within two seconds and erase records of insured vehicles within one minute.

Registrar must adopt administrative rules to implement the system, and "noninvasive" verification cannot display personal identifying information such as name and address.
