• Requires railroad companies operating in Ohio to provide and maintain heated rooms at all terminals and headquarters with washbasins, showers, indoor toilets, and employee lockers.

• Mandates railroad companies maintain adequate supplies of drinking water at all permanent assembly points where maintenance of way employees meet for work.

• Requires mobile camps housing maintenance of way employees to provide heat and air conditioning, sanitary facilities, lockers, potable water, and minimum 80 square feet floor space per occupant with maximum four occupants per car.

• Mandates installation of emergency alert weather radios, smoke detectors, and carbon monoxide detectors with battery backup in all employee housing, plus emergency evacuation instructions in each car.

• Requires railroad companies to notify local boards of health within two business days of establishing mobile camps and permit inspections; prohibits commissary or cook car operations without a mobile food service operation license.
