Establishes a grant program administered by the Director of Development to provide grants up to $20,000 to qualified homeowners for lead hazard removal costs.

Defines "qualified homeowner" as a person who owns and resides in a single-family home as primary residence, has household income at or below 200% of federal poverty guideline, resides with a minor, and has a home subject to a lead hazard control order.

Defines lead hazard removal costs to include contractor fees and expenses for storing household furnishings and belongings during removal work.

Appropriates up to $25,000,000 in fiscal years 2010 and 2011 from TANF State or TANF Block Grant funds to cover grant costs.

Requires the Director of Development to adopt administrative rules in consultation with the Director of Job and Family Services to establish and maintain the grant program.
