Mandates a searchable database of each state employee's year-to-date and most recent pay period gross pay, searchable by agency name, position title, and employee name.

Requires a searchable database of agency expenditures for goods and services, searchable by agency name, expenditure amount, category, and contractor or vendor name.

Requires a searchable database of tax credits granted to business entities, searchable by credit name, entity name, and county of the recipient's principal place of business in Ohio.

Directs all executive agencies to provide updated information to the Department of Administrative Services on a daily basis, with the director authorized to adopt rules governing submission methods and database updates.
