SB 89 Summary

• Establishes pathways for out-of-state advanced practice nurses (clinical nurse specialists, certified nurse-midwives, certified nurse practitioners) to obtain prescriptive authority in Ohio, including those with prior prescribing experience in other jurisdictions or federal employment.

• Out-of-state applicants with at least one year of recent prescribing authority including controlled substances must complete physician oversight documentation and a two-hour course on Ohio drug laws to qualify for direct prescribing authority without completing a full externship.

• Out-of-state applicants authorized to prescribe only non-controlled substances must complete 500 supervised hours and a two-hour course on Ohio drug laws instead of the standard 1,500-hour externship requirement.

• Directs the Chancellor of the Ohio Board of Regents to establish a mechanism within the Ohio Skills Bank to facilitate communication and partnerships among state universities with nursing programs and hospitals to address regional and statewide nursing education needs.

• Sets the Drug Repository Program's handling fee at $7.40 from the effective date through December 31, 2010, after which the State Board of Pharmacy may adjust the fee using the existing formula or revise the fee-setting formula in consultation with the Director of Health.
