Establishes the War of 1812 Bicentennial Commission as part of Northwest State Community College to study, plan, and commemorate Ohio's role in the War of 1812

Commission membership includes two legislators, state officials (Adjutant General, Superintendent of Public Instruction, Director of Commerce, and others), representatives from cultural and historical organizations, one Native American community member, and six governor-appointed Ohio residents with war history expertise

Authorizes commission to coordinate bicentennial activities with federal, state, and local governments; seek grants; compile war of 1812 historical markers and monuments; and conduct educational initiatives

Commission members serve without compensation but receive reimbursement for travel expenses; must hold first meeting by December 31, 2009, and meet at least twice annually

Commission automatically terminates and statutory sections are repealed on December 31, 2015
