Ohio acknowledges and reaffirms its residuary and inviolable sovereignty under the Tenth Amendment over all powers not enumerated and granted to the federal government by the U.S. Constitution.

The resolution serves as notice to the federal government to end federal mandates that exceed the scope of constitutionally delegated powers.

All compulsory federal legislation that directs states to comply under threat of penalty or that requires states to enact legislation or lose federal funding shall be prohibited or repealed.

The Senate Clerk shall transmit authenticated copies of this resolution to the President, Congress leadership, state legislatures, and Ohio's Congressional delegation.
