Urges the President and Congress of the United States to oppose any federal legislation that increases access to or funding for abortion.

Expresses concern that pending comprehensive health care legislation may include provisions increasing abortion access, authorizing federal or state funding for abortion services, or requiring private insurers and public health plans to cover abortion.

Opposes legislation similar to the Freedom of Choice Act (H.R. 1964 and S. 1173 of the 110th Congress), which would declare abortion access a fundamental right and prohibit government entities from restricting or interfering with that right.

States that federal legislation increasing abortion access would overturn existing state laws supported by the majority of Americans, including informed consent requirements, parental involvement provisions, and requirements that licensed physicians perform abortions.

Directs the Ohio Senate Clerk to transmit copies of this resolution to the President, Congress, Ohio's Congressional delegation, the Governor of Ohio, and Ohio news media.
