Substitute Senate Joint Resolution 1 Summary

• Proposes constitutional amendment to create veteran compensation program for Persian Gulf (August 2, 1990 - March 3, 1991), Afghanistan (October 7, 2001 - end date TBD), and Iraq (March 19, 2003 - end date TBD) conflicts

• Authorizes issuance of up to $200 million in state bonds to fund compensation, with debt service automatically transferred from general revenue fund without requiring legislative appropriation

• Provides eligible Ohio veterans $50 per month for domestic/foreign service and $100 per month for Persian Gulf/Afghanistan/Iraq service, with maximum payments of $500 or $1,000 depending on service type; medically discharged veterans receive $1,000 bonus

• Establishes $5,000 survivor payments for families of deceased service members and for those designated missing in action or held as prisoners of war
