OH SJR4

Proposes to amend Article XI of the Ohio Constitution to revise the redistricting process for General Assembly districts, with the proposal to be submitted to voters at the November 3, 2009 general election.

Changes the composition of the redistricting commission from seven members (governor, auditor, secretary of state, and four legislative leaders) to six members (governor, auditor, secretary of state, speaker of the house, minority leader of the house, president of the senate, and minority leader of the senate).

Requires that redistricting boundaries be established by affirmative vote of five or more of the six commission members, instead of a simple majority.

Maintains requirements that house districts and senate districts be compact, contiguous, and substantially equal in population (within 95-105 percent of the representation ratio), while preserving county boundaries where feasible.

Updates gender-specific language to gender-neutral terminology in redistricting procedures and renumbers sections of Article XI while repealing obsolete sections.
