Proposes constitutional amendment to Ohio's redistricting process for General Assembly and Congressional districts, submitted to voters on May 3, 2011

Establishes a 7-member Ohio Redistricting Commission consisting of the governor, auditor of state, secretary of state, speaker of the house, president of the senate, and the minority party leaders in each chamber

Requires commission to adopt redistricting plans by October 1 of years ending in "1" (decennial redistricting years), with plans becoming effective upon filing with the secretary of state

Mandates 5 affirmative votes to adopt any plan, including votes from at least 2 members of political parties other than the largest represented on the commission

Establishes redistricting standards including population equality requirements (95-105% of representation ratio for house districts), compactness, contiguity, and preference for using whole county and municipal boundaries; includes provisions for competitive districts and judicial oversight if plans are found invalid
