Proposes to create the Ohio Livestock Care Standards Board as Section 1 of Article XIV of the Ohio Constitution, subject to voter approval at the November 3, 2009 general election.

Board comprises 13 members: the agriculture department director (chairperson), 10 Governor-appointed members with Senate approval, one member appointed by the House Speaker, and one member appointed by the Senate President, with no more than seven members from the same political party.

Board shall establish standards for livestock and poultry care and well-being in Ohio, considering agricultural best practices, biosecurity, disease prevention, food safety, and local food supply protection.

The state agriculture department shall administer and enforce the standards established by the Board, with the General Assembly authorized to enact implementing legislation.

Constitutional amendment takes effect immediately upon adoption by a majority of electors voting on the proposal.
