Establishes the Competitive Workers' Compensation Task Force to evaluate whether Ohio employers should be allowed to purchase private workers' compensation insurance instead of using the state fund system.

Task force must evaluate the actuarial soundness and competitiveness of current state fund offerings, research other states' transitions to private competition markets, and develop at least three business plan options for introducing private competition.

May contract with firms possessing property and casualty insurance actuarial expertise to assist with the mission, subject to competitive bidding.

Task force composition includes 27+ members appointed by the Senate President, including two employee representatives, employers, lawyers representing claimants and employers, third-party administrators, managed care organizations, political subdivisions, property and casualty insurers, four state senators, and state officials including the Superintendent of Insurance.

Task force must report findings to the Governor, Speaker of the House, and President of the Senate no later than June 30, 2010.
