Commends Breland's dedication, talent, competitive spirit, and exemplary sportsmanship in achieving the state championship title

Recognizes Breland's accomplishments and leadership both in and out of competition as a source of pride for her family, teammates, coach, school, and community

Acknowledges the value of athletic competition in the total education of young people and praises the maturity and experience Breland gained through track and field participation
