Chief Philip Messer retired from the Mansfield Division of Police on November 5, 2010, after a 34-year career with the department.

Messer advanced through the ranks of sergeant, lieutenant, and captain before becoming chief in 2002, and served as a U.S. Marine Corps veteran.

He was instrumental in forming and served as project director of the METRICH Enforcement Unit since its inception in 1986.

Messer held leadership roles in the State Law Enforcement Legislation Committee, the Organized Crime Commission, and the Ohio Sentencing Commission.

The Ohio Senate recognizes Messer's contributions to law enforcement and community policing and wishes him continued success in future endeavors.
