• Requires all motor vehicles to display a single license plate on the rear of the vehicle instead of the previous requirement for front and rear plates

• Establishes new section 4503.192 clarifying that a single current license plate and validation sticker on the rear of a motor vehicle sufficiently indicates state registration

• Maintains exceptions for certain vehicle types including commercial tractors (which display on front), historical vehicles, and school buses

• Reduces licensing fees from $7.50 per set of two plates to $6.50 per single plate for replacements issued on or after October 1, 2009

• Changes references throughout Ohio Revised Code from plural "license plates" to singular "license plate" to reflect the single-plate requirement
