Enacts section 3321.30 of the Revised Code to require parents of students in underperforming school districts to attend at least one parent-teacher conference by December 31st of each school year.

Applies to city, exempted village, or local school districts rated as "in need of continuous improvement," "under academic watch," or "in a state of academic emergency" by state ratings published after July 1st.

Defines "parent" to include natural or adoptive parents, residential parents in custody cases, legal custodians, guardians, or grandparents designated under power of attorney or caretaker authorization affidavit.

Imposes a $50 fine per child on parents who fail to attend the required conference, with school boards required to provide written notification and allow appeals based on good cause.

Requires school boards to adopt appeal procedures to waive fines for parents with good cause and to use all collected fines exclusively for mentoring programs or other volunteer programs for students.
