Prohibits Ohio state departments and agencies from implementing or enforcing any provision of the federal Patient Protection and Affordable Care Act (2010) unless two conditions are met.

Requires departments and agencies to submit a report to the general assembly containing detailed information about any federal provision they seek to implement or enforce.

Mandates the Revised Code specifically authorize implementation or enforcement of the federal provision, or the general assembly must enact new authorization before the state can proceed.

Report must include the applicable federal statute section, available waivers or options, implementation steps required, affected individuals in the state, costs to the state or citizens, and consequences of non-compliance.
