Amends section 3310.02 of the Revised Code to increase the annual number of Educational Choice Scholarships from 14,000 to 20,000 over a six-year period.

Sets a phased increase schedule: 14,000 through 2011-2012; 15,000 in 2012-2013; 16,000 in 2013-2014; 17,000 in 2014-2015; 18,000 in 2015-2016; 19,000 in 2016-2017; and 20,000 beginning in 2017-2018 and each year thereafter.

Maintains existing scholarship prioritization rules: first priority to students who received scholarships in the prior year; second priority to low-income students with family incomes at or below 200% of federal poverty guidelines; and third priority to other eligible students.

Requires the department of education to award scholarships to attend chartered nonpublic schools according to section 3310.08 of the Revised Code.

Uses lottery selection when applications exceed available scholarships within each priority category.
