Creates the Water Access To Every Residence Task Force consisting of 14 members representing state agencies, legislative bodies, and various water and municipal organizations.

Director of the Governor's Office of Appalachia serves as chairperson; members appointed within 15 days of effective date with no more than 7 members from the same political party.

Task Force shall meet at least monthly with meeting room and administrative support provided by the Department of Development; members serve without compensation.

Task Force shall identify residential communities and geographic areas lacking readily accessible potable drinking water and develop strategies for providing access, including financing mechanisms for drinking water projects.

Task Force must submit findings and recommendations report to the General Assembly within one year of effective date, after which the Task Force ceases to exist.
