Amends section 5502.03 and enacts section 5502.04 of the Revised Code to establish the Infrastructure Protection Center within the Division of Homeland Security of the Department of Public Safety.

Creates the Infrastructure Protection Center to be located in Cincinnati, with a chief administrator appointed by the director of public safety who reports to the executive director of the Division of Homeland Security.

Assigns the center responsibilities to coordinate infrastructure-related homeland security activities, research and analyze infrastructure security information, conduct risk assessments, develop security policies and protocols, perform prevention exercises, and provide security training.

Requires the center to give priority to bridge security and cooperatively work with the Department of Transportation to identify critical bridges, establish inspection schedules, mitigate risks, and establish security procedures.

Clarifies that the center's actions do not supersede federal infrastructure security standards set by the U.S. Department of Homeland Security, Transportation Security Administration, or U.S. Department of Transportation, and do not give authority over local emergency response personnel.
