Creates a new section 101.61 requiring the President and Minority Leader of the Senate and the Speaker and Minority Leader of the House to jointly establish hours of operation and management/access policies for the Ohio Statehouse, with notification required to the Capitol Square Review and Advisory Board.

Amends section 105.41 to establish a 13-member Capitol Square Review and Advisory Board with members appointed by legislative leaders, the Governor, and the Ohio Arts Council, Ohio Historical Society, and Ohio Building Authority representatives.

Grants the Capitol Square Review and Advisory Board sole authority to coordinate improvements, renovations, and monument placement on capitol grounds, and to operate and regulate all uses of the capitol square subject to the new legislative leadership provisions.

Creates three dedicated funds: the Underground Parking Garage Operating Fund, Capitol Square Renovation Gift Fund, and Capitol Square Improvement Fund to finance capitol operations, renovations, and improvements.

Designates the Capitol Annex as the Senate Building and exempts the board from property taxes and assessments on capitol square facilities and income generated from operations.
