Expands authority for clinical nurse specialists, certified nurse-midwives, and certified nurse practitioners to prescribe schedule II controlled substances, subject to formulary restrictions and without prohibition on convenience care clinics.

Requires advanced practice nurses seeking prescribing authority to complete a course of study in advanced pharmacology totaling at least 45 contact hours, including at least 36 hours on advanced pharmacology and 9 hours specific to schedule II controlled substances covering indications, pain management guidelines, abuse prevention, and state/federal laws.

Prohibits personal furnishing of schedule II controlled substances by advanced practice nurses and maintains restrictions on schedule II prescribing in convenience care clinics.

Requires existing certificate holders to complete a minimum of 6 contact hours of instruction on schedule II controlled substances by August 31, 2013, as a condition of renewal or obtaining a new certificate.

Directs the Committee on Prescriptive Governance to submit recommendations within 90 days regarding schedule II controlled substance prescribing authority, and requires the Board of Nursing to adopt implementing rules consistent with those recommendations.
