Establishes "ListenFirst" panels to conduct six town hall meetings each on major policy issues including collective bargaining law, public employee pension systems, Ohio Turnpike privatization, and corrections services privatization.

Panel leadership (Senate President, Senate Minority Leader, House Speaker, House Minority Leader) may identify additional major policy issues for ListenFirst panels to address.

Each panel comprises the Governor or designee, two state senators, two state representatives, two business representatives, two labor representatives, one city official, one county official, and two public members.

Panels must submit reports within 30 days of concluding town hall meetings to the Governor, legislative leaders, and news media summarizing public comments and recommendations.

Sections 1, 2, and 3 of the act are repealed effective January 1, 2015, making this a temporary measure with a sunset date.
