Enacts sections 122.014 and 122.015 of the Revised Code to establish an online small business resource center on the Department of Development's website.

Directs the Director of Development to coordinate with the Secretary of State to create a centralized online hub providing information on business startup, workforce availability, regulatory requirements, licenses, permits, financing, taxes, advocacy, and workers' compensation.

Requires the resource center to include information on the Ohio Business Gateway and state procurement opportunities for small businesses, with each reference displaying its most recent update date.

Allows voluntary registration for electronic updates to the resource center, but does not require registration to access information.

Mandates the Director conduct annual surveys or consultations with small business groups to assess existing online resources and gather suggestions for improvement.
