Requires ambulatory surgical facilities to assign a circulating nurse to each procedure performed in an operating room or invasive procedure room and ensure the nurse remains present for the entire duration unless required to leave or relieved by another nurse.

Prohibits circulating nurses in ambulatory surgical facilities from administering or monitoring patients under general anesthesia, deep sedation, moderate sedation, or minimal sedation.

Exempts certain procedures from circulating nurse requirements: those without anesthesia/sedation, endoscopy procedures, pain-relief procedures, LASIK surgery, extracorporeal shock wave therapy, and procedures during declared natural disasters or public health emergencies.

Applies identical circulating nurse assignment and anesthesia monitoring restrictions to hospitals as those imposed on ambulatory surgical facilities, with the same exemptions.

Authorizes the director of health to issue corrective orders to ambulatory surgical facilities and pursue court injunctions for violations, and establishes the hospital circulating nurse requirement fund to cover enforcement costs.
