Amends Ohio campaign finance law (sections 3517.13, 3517.151, 3517.992) to add restrictions on contributions and campaign activities related to public-private partnership initiatives for transportation facilities.

Enacts new sections 5501.70-5501.83 authorizing the Department of Transportation to develop and operate transportation facilities through public-private partnerships, including soliciting both proposals and unsolicited proposals from private entities.

Prohibits private entities that made campaign contributions to the governor or lieutenant governor within the previous calendar year from submitting unsolicited proposals for public-private initiatives; also restricts contributions by operators during and one year after agreement terms.

Establishes comprehensive procedures for department evaluation of proposals based on factors including safety improvements, cost, financial capacity, design feasibility, public benefits, and competitive selection processes.

Provides that terminated public-private agreements revert control of transportation facilities to the Department of Transportation and allows the department to take over facilities in cases of material default by operators.
