Enacts the "Jessica Logan Act" requiring public school districts to adopt and annually review harassment, intimidation, and bullying policies that include prohibitions on electronic bullying and off-campus conduct that materially disrupts the school environment.

Defines "electronic act" as bullying committed through cellular phones, computers, pagers, or other electronic communication devices, and requires policies to address such conduct and allow suspension of students found guilty of electronic bullying.

Requires school bullying policies to include procedures for reporting incidents, documenting cases, investigating complaints, protecting victims from retaliation, disciplinary procedures, and anonymous reporting mechanisms.

Mandates that school districts incorporate training on the bullying policy into employee in-service training and that the policy and explanation of electronic bullying severity be made available to students, parents, and guardians.

Requires the State Board of Education to update its model bullying policy within six months to include electronic bullying, and prohibits students from deliberately making false bullying reports with disciplinary consequences for violations.
