Amends section 5111.20 and enacts section 5111.205 of the Revised Code to revise cost categories for nursing facility Medicaid reimbursement rate calculations.

Removes wheelchairs and resident transportation from the definition of "ancillary and support costs" for nursing facilities.

Removes over-the-counter pharmacy products, physical therapists, physical therapy assistants, occupational therapists, occupational therapy assistants, speech therapists, and audiologists from direct care costs for nursing facilities; adds emergency oxygen and prescription drugs to direct care costs.

Establishes new requirements in section 5111.205 requiring nursing facility providers to pay pharmacists the Medicaid fee-for-service payment rate plus dispensing fee for prescription drugs dispensed to Medicaid recipients within 30 days, except when the pharmacist is an employee of the facility.
