Authorizes educational service centers to engage dyslexia specialists to provide professional development training on dyslexia indicators and instruction methods to kindergarten through fourth grade teachers, with training available to local school districts and contracted community schools and STEM schools.

Redefines the relationship between educational service centers and school districts by establishing "client school districts" (city, exempted village, or local districts with agreements under section 3313.843) and allowing service centers to dissolve when all client school districts terminate their agreements.

Modifies the College-Preparatory Boarding School Facilities Program to allow boards of trustees to determine basic project costs including non-classroom facilities, require private funding of at least twenty million dollars for any type of facility, and exempt schools from ranking requirements and bond/tax levy provisions.

Establishes an alternative development agreement option under which a private entity can develop college-preparatory boarding school sites under lease-back arrangements with state funding for classroom facilities only, with leases not exceeding forty years.

Removes charter requirements for college-preparatory boarding schools and shifts operational governance from school operators to boards of trustees, clarifying that school boards (not operators) oversee facility acquisition and adoption of bylaws.
