Establishes the Career Training Workforce Development Grant Program, administered by the Director of Development, awarding grants to eligible students in specified fields of study.

Defines eligible students as those with an expected family contribution of $2,190 or less enrolled in bachelor's or associate's degree programs in business administration, finance, information technology, health care, or hospitality at private career colleges or exempt private institutions.

Finances the grant program using 20% of up-front casino license fees paid into the economic development programs fund established under section 3772.17 of the Revised Code.

Requires the Director of Development to establish rules governing application procedures, grant conditions, award limitations, grant calculations, and disbursement of funds to eligible students.

Adds section 3333.46 to the list of state-supported student financial assistance programs and requires male students born after December 31, 1959, to file statements of selective service status to receive grants under this program.
