Creates a "Massillon Tiger Football Booster Club" specialty license plate available to owners or lessees of passenger cars and noncommercial motor vehicles.

Requires a $25 contribution per registration and renewal, with a $10 administrative fee, in addition to regular license taxes and fees.

Directs all contributions from the specialty plate to the Massillon Tiger Football Booster Club to support and promote the football team of Washington High School in the Massillon City School District.

Amends section 4501.21 to add the new plate to the license plate contribution fund and specifies how contributions are distributed to various charitable organizations and causes.

Allows the specialty plate application to be combined with requests for special reserved license plates under existing law.
