Authorizes boards of health to establish syringe exchange programs to reduce transmission of HIV, hepatitis B, and hepatitis C among injection drug users in their health districts.

Requires syringe exchange programs to provide sterile syringes in exchange for used ones, dispose of needles properly, offer safety education and counseling, and refer participants to substance abuse treatment and mental health services.

Mandates programs maintain participant anonymity, provide wallet certificates to active participants, and notify law enforcement of program locations.

Grants criminal immunity under drug paraphernalia and drug possession laws to program employees, volunteers, and participants within 1,000 feet of a facility while carrying a valid wallet certificate.

Requires boards of health to consult with law enforcement, prosecutors, treatment providers, residents, and other stakeholders before establishing programs and to review any contracts with nonprofit operators annually.
